The WBRA works to stay informed about developments proposed for our neighbourhood, and plays a consultative role in new developments.

When engaging with developers and municipal staff, we are guided by the standards and guidelines defined in the Township of Esquimalt's Official Community Plan, and the West Bay Neighbourhood Design Guidelines.

The Salish Seas RV Park, located at the entrance to the West Bay harbour, is owned and operated by the Songhees and Esquimalt First Nations. The current land use/zoning designations do not accurately describe the past or current use of the land and as such the proponent has applied for a change. There is no expectation of change of use and staff advise that they are working on drafting a new zone description that better reflects that of the RV park.

PC Urban is proposing 2 purpose-built, 200 unit rental buildings on what is currently known as the “Cask and Keg” site on the north side of Esquimalt Road. A development Variance Permit is required. The first building is to be mixed use with ground floor commercial retail (includes redevelopment of future Cask and Keg). Second building is planned as residential only. Plan to donate a public art piece based on a request for proposals from local artists. Dev proposal has been submitted to Township. Design Review and Advisory Planning Committees review in Nov.

Wexford is proposing a 6 storey, purpose-built rental building on the five corner lots of West Bay Terrace and Dunsmuir Road. The proposal is for 105 units of studios, 1, 2 and 3 bedrooms. Presented to Design Review Committee on June 9th 2021 and to Advisory Planning Committee on August 17th 2021. OCP and zoning amendments are required. Presented to Council September 27, 2021, and was approved to proceed to Public Hearing, which is scheduled for Monday, Nov 15th at 7pm in Council Chambers.

First phase’s Topaz building will be 6 storeys and Lapis will be 2 storeys and is expected to be occupied end of 2021. Avenir Construction Group

The 8 storey building will be market-level rental, targeted at seniors. The developer confirmed rents will be $2500 to $3200 for a one bedroom and $3600 to $4200 for a 2 bedroom. Approximately 1000 sf of commercial space is proposed for the first floor. The proposal was presented to both the Design Review Committee and the Advisory Planning Committee and did not received a recommendation for approval from either. The proposal and request for OCP/zoning amendments was presented to Council. Council forwarded it to a public hearing August 30th, 2021 and approved the proposal and amendments at that time.

Large & Co.

On May 3 2021, Esquimalt Council voted in favour of removing the present Tyn-y-Coed heritage registry from the property, once a building permit is issued. This will allow the developer to demolish the house. Council expressed support for the developer incorporating some heritage elements of the heritage house into the new development’s design. Many in the community are saddened to have lost yet another of these local historical residences.
The developer presented to the Esquimalt Design Review Committee on July 14, 2021, resulting in a recommendation to Council that the project not be approved. Subsequently, the developer made some adjustments to the project design and presented to the Advisory Planning Commission on October 19, 2021. That body also recommended that the project not be approved as the majority of members felt that the developer had not sufficiently incorporated heritage elements into the design.

OCP and zoning amendments approved by Council in 2019. At this time developer has not yet applied for building permit. Presales began in summer 2021. Number of amenity requirements stipulated on the land titles covenant must be met including the construction of a 4000 square foot purpose built medical clinic as defined by the covenant. n Dec Lexi will be seeking Council approval for the required cash contribution of $54,000 to go to the group called 'Need2Talk Society'.  They are assisting Lexi Development Group in developing the Pacific House Primary Care Clinic Operating model.
